A ten frame is two rows of five, and that shape is the entire point. After a few weeks a child stops counting the counters and starts seeing 8 as a full row of five plus three, or as two short of ten. That is the beginning of number sense, and it is what makes the make-ten addition strategy possible later.
A random scattering of eight dots teaches counting, one dot at a time, every time. Eight in a ten frame teaches structure, and structure is what a child can still use when the numbers get too big to count.
Reading a frame and writing the number is the easy direction. Being given a number and having to fill the frame is harder, and it is the one that tells you what a child really has. If they see the structure, they fill the top row without hesitating.
