Interlocking is the hard part, and it is enforced

Plenty of crossword generators will happily hand you a grid of separate words that never touch, which is a word list in a box rather than a crossword. Here every word after the first has to cross a word already placed, so solving one genuinely helps with the next.

A word that shares no letter with anything on the grid is left out rather than dropped in unconnected, and the sheet says how many were skipped. A longer or more varied list interlocks better.

Why the clues are scrambled words

Definition clues would need a dictionary this tool deliberately does not have, and writing them with a language model is exactly the kind of thing that quietly produces a wrong definition on a child's homework.

Unscrambling is also the skill being practised. The child is being asked to reconstruct the spelling, which is the point of the sheet.
