These sheets deliberately run in the easy direction: the shape is already shaded and the child names it. That is where fractions should start, because it makes the two numbers mean something — the bottom one counts the pieces the whole was cut into, the top one counts how many are shaded.
A child who can do this reliably has the concept. Adding and simplifying can be built on top of it later, and will make far more sense than if they had been taught as rules first.
The most common fractions error at this age is counting pieces without noticing that they are different sizes — three of the four pieces shaded is only three quarters if the four pieces are equal. Every shape on these sheets is divided into genuinely equal parts, so the sheet never teaches the wrong thing.
It is worth asking the child out loud whether the pieces are the same size, once, on the first sheet. Most will never have considered the question.
