The skill a four- or five-year-old is building here is not saying the number words in order — most can already do that. It is landing exactly one number word on exactly one object, and stopping when the objects run out. Children who lose track are usually counting faster than they are pointing.
That is why the pictures on these sheets are drawn large and spread out rather than packed into a neat grid. A finger has to be able to land on each one, and a child has to be able to see which ones they have already counted.
Plenty of children can count a group of seven accurately and cannot yet write a 7. Those are separate skills on separate timelines, and treating the sheet as a writing test wastes the counting practice.
It is completely legitimate for the child to count and say the number while an adult writes it in the box. The sheet is a prompt for the conversation, not an exam.
